Municipalities
Municipalities: offering personal protection to residents
A municipality cannot put an officer next to every resident. It can, however, give everyone a way to alert the people close to them when in danger, across its whole territory.
The idea: geographic premium
The municipality pays for Five Angels Preventive mode on its territory. Anyone using the app there, resident, tourist or passing worker, benefits from it when they open the app inside the zone, with no sign-up or paperwork. Outside the territory, their account returns to the free version, which keeps Alert mode.
The steps
1. Define the territory
A local authority covers whole municipalities: their official boundary is drawn on the map and their official INSEE population is used for the calculation. A smaller zone, such as a town centre or a tourist site, can also be defined as a circle around an address.
2. Write the welcome message
When entering the zone, the user sees a message in the municipality's name. It is the moment to say who offers the service and why.
3. Spread the word
The professional portal provides the official logos, the download QR code, posters and visuals for social networks and screens. Bus shelters, town hall lobbies, the local newsletter, the website: the service is only useful if residents install the app.
4. Follow the contract
The portal shows the zones covered, the population concerned and the contract dates.
Budget
The price is €1 excl. VAT per resident per year, based on the official INSEE population of the municipalities covered. A town of 10,000 residents therefore costs €10,000 excl. VAT per year. For a quote, go to the For Business page.
What the municipality sees, and what it does not
Alerts go to the guardian angels each user has chosen. The municipality receives neither alerts, nor locations, nor recordings. The zone check happens on the phone: the user's location is not sent to our servers to find out whether they are in the municipality.
An integration with local security services, such as the municipal police, is possible. It never happens without users knowing: it requires each person's explicit consent, given at sign-up or when they trigger an alert inside the covered zone.
Five Angels replaces neither the municipal police nor the emergency services. The app keeps direct access to 112 and to the 114 text service.
What to reasonably expect
Five Angels is not a crime-fighting tool and we promise no effect on statistics. It is a service to residents: a way to alert the people close to them quickly, with evidence, and a visible sign that the municipality cares about their safety.
